Some people would probably be willing to move to different communities that can function properly, some people would probably want to stay and hope these factions would be willing to make the city better. I feel like while some people would jump at the thought of a better living, the majority would probably have a problem with it. Your average hardcore criminal gang/group/flock would probably have set up shop and is pissed about these organizations coming in to move their customer base elsewhere or demolish their clubhouses. Then there's your sovereign citizen/militia/conspiracy group seeing all these militarized companies coming in and spouting peace as military aircraft and MRAPs roam the streets, they'll probably freak the shit out and dig up their gun collection to start playing rambo against said companies. Then there's the people who run Detroit. The people that would probably hate to lose their position of power which means no more money laundering and no more corruption funds. I think there would be civilian resistance(peaceful and violent) and I think there would be people who are willing to leave, there has been similar but drastically different instances of this in the United States before, mainly when a town becomes dangerously infected by something or there's a massive underground mine fire and the Government offers buyouts but there's always some people who stay behind.
