Yea, that's a limitation of SFM, aside from duplicating and placing things by hand, i don't think you can do much about it in SFM.

and besides showcasing skins in pretty pics makes them look better while putting them in rushed shots with little effort easily makes them look undesirable - can you imagine if all my preview shots looked like muddy poo? marketing is half the business.

So in my next pic I planned on implementing mountains of debris, and I realized there was no way I would pose each prop separately, so I decided to experiment with physical simulations. Wesson and I made a bunch of clusters with fixed collisions of the standard HL2 debris. Randomization allows for some wacky results, generating what are essentially new physically organized clusters of debris, just like the classic models/props_debris/concrete_debris256pile001a.mdl model, only with more control and variation.
