The Harrier has begun a long term deployment in Cyprus and Ghana, where SABRE is presently heavily invested and deployed.

Why does SABRE have a board of directors if the CEO can just shoot down whatever decisions they make?

With arm factories working around the clock to produce arms for the war machine, the orders are given, the commissars at speed, and the war has just begun, the war for total control. But also even taking control there was much internal fighting among factions of the government and The Unified Brotherhood, in the end though The Unified Brotherhood took control and was able to hold the country and bring proper stability after political purges and reforms.

We might need to discuss your territory ussr68, if you're controlling Belgrade and Serbia then we'll have to discuss a compromise since controlling NPC capitals is against the rules

You can't own an actual existing country right off the bat. In other words, you can't control all of Serbia, let alone it's capitol city.

I will look up the convoy moments and positions but for now I must relocate where my territory will lie but most likely same zone area in Serbia.
