No, that counts as ripping something off that already exists. Be it a movie, video game, book franchise, or anything created by someone else, you can't just lift a faction from another form of media and use it for Espionage Wars.

Now Karaq faces the threat of starvation as it is vastly over populated, they are seeking to trade oil for food and other resources. Tank training at the outskirts of Bandar Abbas. Empires maps are pretty useful for large-scale war poses.

I think he meant that since its not the best looking map out there, that its the kind of map rp communities use for events and stuff, thats why he has it downloaded to begin with, not that its an rp map.
