I can't remember who that was, but I'm fairly certain they reskinned them. There's no issue with you using them too, but It's advisable to reskin them for your own faction anyway.

A guerrilla group fighting for a some ideology (socialism, fascism, anarchism), international crime syndicate, modern buccaneers, doomsday cult, war scavengers who appear in every conflict zone to loot battlefields and such. And it doesn't have to be something malevolent or expansionist. You could create a faction dedicated to wartime relief, like UN blue helmets, just more aggressive and with less restrictions.
