Russia is a massive country with lots of empty space, so if you're trying to make up a fictional country, that's a very good place to do it without being in the way. I know Russians have difficulty getting over this, but Eastern Europe doesn't actually count as Russia. You could argue that the former states of the USSR do count as Russia, but there are no factions based in any of those states. If you're talking more about appearance of factions than their physical locations, then there's a very good reason for that. Not a lot of people here can make their own models, so they're stuck with using reskinned versions of existing models. There are a lot of readily available Russian and Soviet infantry models, so they make a good starting point for anyone wanting to make a faction, especially if that faction is based in Eastern Europe, as those uniforms and the equipment is still fairly prevalent in those areas. The use Russian or Soviet vehicles and weaponry is a completely invalid argument, because of how much the Soviets exported to other countries and how much was sold off after the fall of the Soviet Union. A faction doesn't need any ties to Russia whatsoever to be using AKs or T-72s.
