Gmod Server not forcing players to Download workshop Models

Any player models (ex. https://steamcommunity.com/sharedfiles/filedetails/?id=500247187) in the workshop.lua and server collection are not being downloaded by clients.
However, other add-ons (such as TTT The Little Helper) are being correctly being downloaded.
The server itself is downloading the models, but not clients.
I've gone and removed most custom content to test but issue still present.
How can I fix this and prevent this from happening in the future?

Things to try:
• If you're using a hosted server on a website you can try and hit a "Fast Downloads Sync" button.
(ex. Hexane's host )
• Your code should look like this:
•Make sure you have done your WorkshopDL correctly.
I'll try the fast downloads sync, and my code does look like that. I just find it strange that non-playermodel add ons don't work, while others work instantly.
It was due to my host limiting how many add-ons I can have on the server by how big the addons folders are. Solved by removing older add-ons that weren't in use.
There is a 8000 file limit your server can sent to clients. Maps/workshop/models/sounds, etc all share that limit.
