Should I get this GPU. I don't want to have no idea when this build is coming because of the lack of eta on the preorder on the current GPU.

Those parts seem pretty good. You might be spending too much on the 6850, maybe a 6770? Or try the new 7xxx series.

okay ill put it in perspective, 6770 is basically the exact same thing as the 5770 with no performance gain at all. I personally think the best budget card this kid could get would be the 550 Ti or 7770 at the moment.

6770 @ 1440x900 won't max games, it isn't that low of a resolution. That resolution is on border of CPU dependent/GPU dependent so that i3-2100 won't do him much good either. It is a entry level card and a entry level media CPU.

well 30 fps is good enough for some people.
Saying a 6770 is an 'entry card' is a joke. Nobody needs SLI 690s to max out any game, and the 6770 will play any game at an adequate setting for most (a lot of people are fine with 30fps).
The conception that you need hardware like SLI GTX 690s is what leads people to believe PC gaming is so expensive.

6770 is below entry level, my bad. Entry level gaming is 7770 at the moment which is about 10-15% faster when the 6770.
30FPS leads to a bad gaming experience and 99% of the time input lag which gives you a large disadvantage. Buying shit parts just means you will have to upgrade sooner.
Seriously go for a FX-8120 and overclock it to 4.5Ghz if you can, they are really cheap for what you get, and for your GPU get a 7850 so you can skimp out on having to get a 600W+ power supply due to the 130W load TDP with the new 28nm arch.
For your limit I'd do something like this,
FX-8120 @ $164
AMD 7850 @ $250
A good PSU 550W+ @ $60
8GB of ddr 3 @ $50
Antec 100 case @ $39
1TB HDD @ $89
A good HSF for your CPU, NH-D14's are nice but expensive, Scythe MUGEN or Ninja 3's are also nice. @ $50
[B]bottom line, 30FPS in games is swooping to console level. Combine that with poor visuals of low and you have yourself a massive disadvantage.[/B]
