Does anyone know if 9901 disables taskbar icons from other desktops?

All it causes is just more confusion for people that don't know what they're doing. Think "Timmy, when I clicked on this thing, it gives me this 'do you want to do blah blah blah' window, am I infected" sort of stuff. I don't think it really has served any observable benefit, illiterates will just keep blindly clicking "yes, let BonziBuddy_Win8_x64.exe run" even if a computing licensing system were to be implemented.

Now while your right in that its effectiveness depends on the user, its a lot better than nothing. Otherwise any program you run has full rights to do anything it wants to your PC. Not that this can completely stop malware, but it makes it a whole lot harder than "I compromised Firefox so now I can delete System32 and change all your passwords." Disabling UAC essentially brings you back to XP era security.
