Yeah, Microsoft finally redesigned the Surface non-pro after dropping RT. 8.1 Standard, quad core Atom (Had to drop the ARM Tegra processors, obviously).
The Surface is a really competent machine these days. I've thought about buying one if my iPad ever kicks it, since I don't really care about the deluge of Apple's apps anymore.
I do like five things on my tablet, and I can do all of them on the Surface.

I really see the Surface 3 hurting iPad sales a lot. For the price of the base 16gb iPad Air 2 you can get a Surface 3 with better specs, 4x the storage, and has a full OS. Also a year of Office 365.

It won't hurt iPad sales in any significant fashion really. I could see the Surface becoming more relevant in the future (the tablet market is saturated, and the surface actually does more), but right now I don't think it'll influence sales of the iPad.
I use a Surface Pro 2 at work and it's fantastic for what we use it for.
I work in IT at a school district so it's great for checking tickets when I walk around and do my rounds.

Last I checked iPad sales were already down though because most people didn't see anything really different or improved with the newer models vs their current. This is both different and improved.
Surface is quite an amazing machine. A bit pricey but definitely worth it.
So I'm running WP10 TP, and the keyboard responsiveness is a big downgrade. Conversations is buggy as hell too, but it's the fastlane build so I'm not surprised whatsoever. Not a big fan of the new way it handles notifications too.

I'm using the Surface Pro 3 at the moment and I love it, I'm always switching between having the keyboard in and having it out, and of course the touch screen aspect of it. You start to understand the practicality of having an actual tablet/laptop hybrid once you start using one.

Nah, Apple's got a stranglehold on the market. I don't see the Surface hurting the iPad any time soon. The only thing that could hurt iPad sales would be the iPad itself, and that's already happening to an extent.
That said, it is a much nicer bit of kit for those who know what it is.

Apple market share shrinks significantly every year, especially outside of north-america.

This is only partially microsofts doing, and mainly because of cheap android tablets getting better and better. But at the same time windows tablet market is growing significantly.

I think hiding the full screen start menu button was a good idea. It further solidifies the break between the desktop and mobile versions of the OS, and platform-specific UX is always a good thing.

You can disable that yeah, it's off by default. Neowin always turn it on in their screenshots though for some reason.

I really liked having the button there though. On my desktop, I stick to the menu, but on a laptop it's a bit less clear cut, since the screens a good bit smaller, and trackpads are a little bit less precise to point with, so it benefits from the larger spacing. It's also pretty neat to be able to see all my live tiles at once. I dunno, I guess it's still changeable in the options menu, but it was nice having the button right there in case I changed my mind
Maybe they'll make it so that if you click and drag from the corner and resize it to fill the whole screen, it switches to the start screen.

I'm still upset there's no way to not combine and hide labels, and with Windows 10, the registry hack to do it doesn't even work anymore.
