Will be ~7PM for me, so I'll look out for it, but AFAIK they don't provide a livestream, but I don't really give a crap about Livestreams from such events anymore since I saw the god awful Livestream from Apple. I wonder how long it takes until they provide ISO files to the Tech preview. Gonna make my VMware Workstation ready just in case.

Microsoft uses Bing Translate with some special live transcription, they showed at //Build or something, it's all text, actually works really great when I turned it on
