yes.
chrome went from okay to fucking terrible for me for some reason. Only reason why I sometimes use it is the fact that Firefox sometimes doesn't want to open my .pdf-s but Chrome does. Last time it launched for at least 3 minutes while eating up my whole crappy HDD bandwidth.

Wasn't sure how to respond since I paid for my entire college up to this point. And never failed a class with his money. All I can think is he was in a bad mood already.

Yeah, I only spent like $80 a year, and most of that was on the membership :P

So I went to the meeting with the school's Digital Media Manager. He liked the idea, though I won't be able to use the school name or logo on it. Then someone from the IT staff came in to see it, he also liked the idea, though he seemed uneasy about how I was getting the cancellations. The cancellations are usually seen in the student portal, which you need to log into, but the actual cancellations are just a frame to a page that anyone can view without logging into. He said that would talk to the developers of the site and see if it's a problem or not. While he was talking about that, he mentioned that I might be able to do some pro bono work for the college and I luckily managed to keep a straight face.
However, the digital media manager really liked that I had the initiative to do something like that and offered me a student job that pays $12/hour for 15 hours a week.

my monitor has a slight backlight flickering when I turn it on that lasts for about a minute, not really sure how to describe it. there's also a small amount bleed that you can really only see on black backgrounds. Do you guys think I should send it in? I've been graced with no dead pixels and I'm not really sure if these issues are common on IPS displays or whatever, so I don't know if I should get rid of this one
I'm pretty sure backlight flicker is normal. I have a screen that does it, and another that does it when it has been on for a while and you power cycle it.

Supposedly what I've heard, many IPS displays use PWM to control the backlight brightness, causing a "flickering" effect, which is intentional. However, you say it goes away, so that might not be it.
If its one of those cheap Korean panels, I would write it off as one of those quirks. The backlight on my Monoprice isn't adjustable :v: (A++ design guys). And the backlight bleed may be why the panel was binned slightly lower as well. Unless its really bad, I would learn to live with it. These panels are often mildly defective in some way, which is why they are so cheap so you can't be picky unless its literally unusable.
My IPS took a few days to settle in. It has ghosting problems and image retention which cleared up,
