I'll figure it out.
Why is it illegal to run a secondary meter in your house? Especially if its an ancient one that doesn't interfere with their new network.

I can imagine someone can quickly go ahead, force the cabinet and smash the panel, or simply go ahead and powerbox the residents. Over here all the houses have the breaker panel in the main hall in a wooden cabinet.

The meters are outside for historical reasons, I expect - it used to be that meter readers would have to drive to each house and write down how much was used, and not needing to have the homeowners present to let them in would far outweigh the costs of having it be outside.

Random vandalism involving them is obscenely rare (I've never heard of it happening personally). On another note, your gas meter is usually outside as well. They are there because it allowed for someone to go around to read the meter historically without the homeowner's permission. Nowadays, older homes are retrofitted with the digital meters since the box is still outside, and I'm sure it has the added benefit of making wireless communication for them easier. Only time I've ever seen them inside is sometimes in apartment buildings or larger business buildings. The actual breaker panel is contained in the building, usually on the interior wall near the meter box.
Parents house has two breaker panels, one primary breaker next to the meter outside (why the [I]fuck[/I] would you put a master switch [I]outside)[/I] and one inside in the basement. Shithead neighbor kids wouldn't stop tripping the master switch outside because it was never locked because we lived in the middle of nowhere why would we need it locked. Kept doing it too until mom caught them. That moment was beautiful, it really was, they got fucking rekt.
