I'm not sure how it is for newer AMD APU's but for the old CPU's, you upped the core voltage slightly, upped the base clock (or whatever its called), boot, stress tested, and if it fucks up, you take it down a notch and repeat. Then you may try reducing the core voltage for heat reasons. Its more of an art and not as simple as "adjusting a slider" since there's a lot of different values you need to tweak and they are all related.
You may want to look into an AMD CPU overclocking guide if you've never done it before.

FINALLY
after hours of toil and trying various things I have finally managed to boot Windows 8.1 off an external USB3 drive like a Live CD and it works beautifully

Does it work on different computers?
Well, I intend to find out tomorrow morning because it's 3AM, but it transplanted from the VM in my desktop to my moderately high-spec laptop fine, so I'm assuming it'll be right at home with my roommate's Macbook Pro.
He was looking for a Win8.1 installation that he could leave on his desk to save some space on his internal hard disk, but it turned out to be trickier than expected because 8.1 encrypts the installation file for whatever godawful reason.
