maybe double check using some other streaming platform, like hitbox.tv? check if the stuttery playback is there too

I'm on Wifi, but I do have great bandwidth. Bout 70-80Mbps(Real world) speed to my router, my upload is about 10-12mbps. But I sometimes drop frames while streaming at maybe 2-2.5mbps. OBS reports dropped frames in terms of the upload, not the encoding. I'm wondering if there is some sort of method to run a small delay but let it buffer data to then feed off to twitch. Twitch runs their own delay but it's only for their infastructure's benefit.
I don't even know if what I want is possible. My connection is spiky, I want to smooth it out without just dropping my bitrate even more.

My WiFi connection was "spiky" but once I switched to ethernet, my connection is now solid as a rock.

Its usually for slow downloads. Usually on the basis of "wow, I found this cool thing, but I have to download 4 GB at 10 KB/s off this shitty file host and it doesn't exist anywhere else and I'm going to bed in an hour." It happens a lot if what your looking for is obscure. The desktop I use at home is far too loud for me to sleep with but the server is very quiet. Back when we had an extremely shitty cable modem, this was done on a regular basis. Also my home desktop is on wireless, I tend to keep torrent traffic off the wifi since it can kill the speeds for everyone else in the house. The network login expires for the school desktop at 4:00 AM at university, so if your downloading anything, it stops. At home I'm *mostly* guaranteed around the clock connectivity.
Its very convenient to be able to access ISOs and videos and such anywhere. Could you argue it would be faster to download again? Only sometimes, like Linux ISOs or Digital River since they tend to have good speeds.
Ordinarily yes I would download locally. Its generally under specific circumstances and its not usually the servers only purpose.
I gained about 1mb/s on downloads switching to ethernet too. :v:

You also have to be aware of the actual spectrum being used around you. If its mostly quiet, Wifi isn't all that bad. But if its really congested like a city or god forbid an apartment your going to have tons of issues. Construction of the building will be a giant factor as well.
At my folks house, the Wifi is actually pretty reasonable considering they have one of those Cisco modem/wifi boxes (it even support 5 Ghz, which I was amazed). The connection is very consistent (I guess it helps the house was built out of cardboard :v:), and you can get decent speeds. Which is good because the modem is in a place where putting a physical PC isn't convenient (only thing on Ethernet is a Mac Mini G4).
It will cry if your doing node to node file transfers though :v:
This is the only thing where my Wifi might be the problem. I'll try hitbox and see. Like I said, I get tons of real-world bandwidth on my 5ghz Wifi, minimum around 10MB/s. No other 5ghz devices or networks around, so it's clear of atleast network interference.

FD lenses are nice, I use a Sigma 28mm 2.8 for video and macro sometimes, it's easier to manually focus when your focus ring turns more than 45 degrees :v:

The best part about this sigma is, the diameter at the end is exactly the size of an EF mount, so you can flip the lens and it sits in the mount perfectly :v:

Ok, so the NUC is able to game stream now, but HD movies over the network are still a bit laggy due to Ubuntu, I'm looking at replacing it's GUI. Perhaps it needs more than 4 GB of RAM.
