Anyone have experience selling on ebay? I Sold my GPU there about a week and a half ago and the delivery was confirmed a week ago, but the funds are still pending even after literally everything is done

I've bought from eBay using my PayPal and it's normally "You bought something, $X has been transferred without a hitch." and then I continue my life from there with slightly more merchandise.
But if you used a credit card then it's best to ask the company of your card to question about it.

Paypal has this option called "Pay after delivery" which pretty much holds the transaction for a month, then it transfers the money. It's always selected by default so you have to take an extra two steps to make the transaction instant and it reverts back to being selected with each new transaction. It's such a pain in the ass.

No this isn't the reason why Paypal is holding funds for the sales. PAD is completely irrelevent to this matter because Paypal pays out of their own pocket for you initially, and then debit your account afterwards.
The main reason why eBay/Paypal always hold funds on new sellers is to prevent fraud and people running away with the money.
