I don't know why pentiums being so vague about this shit, or really even bringing it up. I just asked him to work out what part of Australia AgentGamma lives in, for fun. He sucked at it. He tried to get it from Gamma but Gamma was in and toyed with him. Pretty much all there is.

I got bored so I gave Watch_Dogs another try, to see if they've done anything about performance.
Answer: not really.
I did however find that their network code does absolutely fucking nothing to people who use lag-switches etc. Ran into one of those guys in an online race, he'd try to get past people just for a bit, hit the switch, his car would just suddenly freeze and basically become a fucking wall in the middle of the race circuit.
People would ram into him, and lose all their speed, then he'd just toggle the switch again, and keep driving on, because the client is trusted over the server, he wouldn't receive any damage on his car either because the collisions happened on every client except his.
I have yet to beat or game more than half way through any of the games I have on my 360, PS4, and Xbone.
Can't stop playing Mario Kart and Monster Hunter.
but on the topic of Watch Dogs, I haven't seen any cops outside of the chases that start after someone calls them. And even then I stop people from calling them 90% of the time so I rarely even see cops which is dumb.

They were all patrolling the southern part of the map, mostly because it's the ghetto full of black people that obviously don't do anything except gangbang and cause trouble, because Ubisoft.

Cops never randomly spawn, the only time they show up is when you have a wanted level or to get into a scripted chase
