The title of this thread confuses me horribly so, but I'm guessing this is more or less a general discussion kind of thread? In any case, hopefully this is the correct area to post something like this, because I'm still learning the inner workings of PCs. I recently put together a new PC and the longest part was sitting on the phone MS because for their authentication thingy thought my new Windows 8 key was invalid.
You can build a computer from start to finish in an evening, even for a first timer

For games, you need to look at three main things: CPU, GPU, and RAM. The CPU on it is OK. The 4460 isn't particularly powerful but it isn't bad. And yes, it's quad-core. The RAM is also fine. 8GB is plenty for most users. But that video card is a piece of fucking shit. A GeForce 720? Really? And they put 2GB on it just to fool people by having a bigger number that doesn't affect anything. I am legitimately angry that they have the temerity to call that a gaming PC. Look for something with at least a GeForce 745, preferably a 750 Ti or 760. You could also build one yourself and get exactly what you need, probably for a lower cost.

Two of my high school friends gave me a bunch of old PC parts when I moved and told me nothing about how to put it together. My roommates both built their own PCs, but gave me no advice since they wanted me to learn on my own. It took me maybe 4 hours, and I didn't even have the manuals for anything.

Messing up and buying a shit components is really going to hurt the wallet.

Very brief and people will chime in with their own opinions. nVidia = Quality at a cost AMD = cheap but run hotter and slightly less well built than nVidia With nVidia, the last two numbers denote how good a GPU it is. For example a 760 is better than a 720. The first number is the series of GPU, and the higher the newer, and for the most part better. Eg, an 870 would be better than a 770. Other things to look for are the base clock and memory. Generally higher is better in these areas. You can always look up reviews and comparisons if you're unsure. All other questions can be answered in the PC Building Section.
They should just name their cards like this: 2014 - Good 2014 - Okay 2014 - Shit That way there wouldn't be any confusion

A few of my friends have owned AMD GPUs and they didn't last too long. I've also known AMDs to just stop working, and I've had far fewer problems with nVidia.
AMD cards are a better idea if you're on a tight budget. Their drivers are just utterly useless though.

I've had more issues with nvidia than I've had with AMD, and some people have had it the other way around.
I've always had ATI (because I don't have money for nvidia) and it's been fine for me. I've had my 6850 for years.
