Honestly I think PayPal ate your money, not Valve.
I've had absolutely zero problems paying for things with Valve's storefronts (both Steam and physical merch), and I've only used PayPal like once on either of those. Steam's support is kind of crap yes, but the money always hits and transacts successfully on my bank card (minus some occasional slowness because it's a credit transaction). Meanwhile, PayPal has a known history of eating people's money in various ways.
Flagdog says you're from the Czech Republic, and I don't know if that's accurate, and if it is I don't know what it's like in that country, but if you can, try not using PayPal in the future.

Which is why you just use it as a pass through for your bank account.

Some of the sites I trade on require something with authenticated accounts like PayPal is though. And I had a bunch of trouble authenticating my Amazon Payments account and gave up.
In those cases, I get someone I know to do the trade for me, and let them take a cut if they want.
Some of them have gotten burned. I never have, and it's worth a slight cut not to have to even consider the bullshit.

I went from:
6 Core AMD 3GHz -> 8 Core AMD 4GHz
12GB RAM -> 24GB RAM
1TB software Raid 1 -> 2x2TB Hardware Raid 1
1TB Traffic -> 2TB Traffic
Debian 6 -> Windows Server 2012R2
And the best thing is that this is actually cheaper than what I paid for my old Server.
Time to find some beefy shit I could host on it.

Got nick-picked again by my step dad. He doesn't like it when I leave this thing on overnight or just when I'm generally not using it.
At first, his argument was that it was wasting power. I then explained to him that just because my PSU is 900W doesn't mean it draws that much. Then he switched the concern to "it's the static". For a guy that works in a glass factory, where this type of knowledge is fairly commonplace, he tends to get absent minded about PC's themselves.
