It happened with the F20 bios that the laptop came with from 2011 as well as with the updated F50 version I updated it to which was released 07/08/2014
I'm going to try and contact the seller and return it if it isn't resolvable but I bought it like 3 or 4 weeks ago so that might not be possible. No point having a laptop if I have to have it plugged in all the time for the CPU fan to actually work.

Going by how recent that post is, its probably a BIOS bug that hasn't been patched.
If that's the case, there really isn't much you can do except hope they release a patch.

I've had my 2500k for almost 3 years, hope i can make it last another 1 or 2, or sell my rig and rebuild. Sat strong at 4.6ghz on my old cheapass MSI P67S-C43 for a couple years before i got a Z77A-G45

I honestly think a 2500k will last even longer than that. Its very seldom I ever max it out and I'm still sitting at 3.7 Ghz. I'm shooting for probably 4 or 5 years on top of the 3 I've already had it. My 7870 is still the bottleneck.
