CPU mining has been unprofitable for over a year now. Even GPU mining with Bitcoin is unprofitable right now. You just don't even make enough coins to pay for the electricity.

IPS that blocks DHCP traffic like that from any host other than the legitimate DHCP server should work.
Or an IDS that can tell you what physical port on the switch the attack is coming from, so you can go to the attacker and ask him questions nicely with a very heavy wrench.
