So far it hasn't come back for me, and it has been exactly one week. Before I tried those things it'd come back everyday without missing one single day.
So I'm running into this weird issue where explorer.exe just freezes, then crashes. The taskbar dies, then comes back up but none of the icons load. Essentially explorer.exe tries to restart but it can't. When I open up Task Manager, it just says it's using 1.3MB of RAM and nothing else. The only way to fix it is to force a reboot (or use CMD to do a restart) as the Win+X menu and various other things aren't accessible anymore. This is even more annoying when I'm using virtual desktops as I can't go back to the other virtual desktops to save stuff, etc. This is on Windows 10 Pro.

This isn't really related to Windows, but didn't you give up on it all after the release of Windows 10? Have you sorta changed your mind on Windows 10 (though I can see you're using OS X, so probably not)?

I still use Windows 10 for work and occasionally games, but I don't really keep up with it anymore. My opinion on Windows 10 hasn't really changed, though with all the security issues that macOS has had in the last year or so I guess Windows is doing alright in comparison.

Have you tried going to [url]https://www.catalog.update.microsoft.com[/url], downloading the updates (full 1GB+ cumulative, not the delta), and installing manually?
For 1709 Enterprise, there is an issue where the January and February Delta updates causes March's to fail. [url]https://support.microsoft.com/en-us/help/4088776/windows-10-update-kb4088776[/url]
If you are letting Windows Update handle everything, I believe it prioritizes Delta updates...which might put you in this boat.

a while back with my brother's computer (nothing to do with windows update), he'd have the same issue where only one display would work
Removing the graphics driver 'fixed' it, and reinstalling them caused the error to return
took the whole card back to the retailer a month before warranty expired (like 2-3 years), and they repaired it, which fixed the issue

The whole Windows update crap is absolutely broken on all of the devices in this house. The whole Windows update process is either broken or the system is absolutely broken after an update.
Desktop keeps spitting out error 0x80092004 while trying to update, for months my primary laptop has been unable to update and keeps doing weird shit like crashing COM surrogate every time I open the start menu (no time to reinstall it due of school stuff), secondary laptop has also same issue as desktop, mom's work laptop can't update and gets stuck on 99% after the "Update to the latest version of Windows 10" and her personal laptop is royally fucked after an update and unusable.
...at least I'm never bugged with constant requests to restart my computer after a Windows update was installed.
From my experience, doing build updates (aka the new versions of Windows 10) using Windows Update just break things beautifully, so i would suggest doing a Clean Install or at least updating it with a new ISO.
Also, updating with a new ISO sometimes fixed some weird issues that i was having with the Start Menu so it's worth a try.
Is LTSB 2016 worth using? I'm weighing up my options for when 7 loses support and keep coming back to that. I know Enterprise is very similar and I don't know what else to choose unless there's a definitive way to get around the telemetry with a regular copy of 10 (I've heard conflicting stories where 10 can be airgapped from MS and others where it'll revert any changes to keep you connected).
LTSB 2016 is a old version of Windows 10 without most of the UWP apps and features, if you don't mind loosing that and I’m not even going to ask how you're going to get a license of it, then sure.
I use Windows 10 Education, that it's pretty much a rebranded Windows 10 Enterprise, you can disable Telemetry with gpedit just fine, and I’m sure that you can also disable Telemetry on Windows 10 Pro with some magic, but you need to do that every build update. (aka "the new versions of Windows 10")
LTSB is also interesting since it doesn't receive build updates so the chances of your install getting borked because of build migration being shit is
pretty slim.
Getting this really annoying issue where the visible window is often not an "active" window - Say I have a program open behind some file explorer windows and can see it. When I click past the smaller windows to click a button the click goes "through" and clicks the window underneath, as though the window isn't even there. This can even happen on specific parts of the UI - I can be working with the program and go up to the toolbar to click save, and the click registers to the window underneath. The only way to fix it is to maximise, then minimise and maximise the program again.
No idea what could be causing this but it's certain programs (3ds max, Sony Vegas, Creation Kit) but not others (Chrome, Photoshop) and I doubt a specific update made it start since I updated to Creators a while ago.

I just moved to 10. How long do these feature updates usually take? Been sitting here for hours.
I've only triggered a few via install disc on VMs and they took about 30-50 minutes. I have seen a system repeatedly fail successfully in an endless loop of redownload everything, forcibly reboot, claim a successful installation, and boot right back into the old version.
If it's been hours, do you have any indication of system activity? If it is all downloaded, maybe killing your net connection will wake it up.
It's all done now. It zoomed through the last 30 or so percent while I was watching a movie. It was just going so slow before then that I thought something might have been wrong.
Seemed to have installed fine from what I can tell.

That's where I would start. It sounds like a graphics bug where its not layering the windows correctly, and it happens to be programs that make heavy use of the GPU.
So when does 1803 drop? This week, right? Might give it a try if it's any good. Still on 1607 over here.
