Basically it's to prevent government spending money on companies just because they know the CEO on a personal level. You could get a non-prebuilt, but it would be built by a proxy company which would make an offer at a lower price than say HP, Dell, etc.

HP is good, but lots of preinstalled bullshit on them. personal experience from my 2 week old HP laptop i got on sale for really cheap.
I find them decent, I recommend building one yourself tho'.

Could you get a local PC shop to build it for you?
How about we prebuild you one and send it to you. So, kinda like buying a pre-built without the bloatware the manufacturers give you... and shit pricing they add with it.

They make some good quality laptops. Not too sure about their desktops though.
