I would say very darn close. Close enough to not warrent getting a 6970, in any case.
I'm just not sure if it's worth it. Does the 6970 brings better overall performance (with OC)? If it does, how does it compare to the value of an unlocked 6950? And what are the risks of running an unlocked 6950 (which is designed to draw 225w according to the article) with a +20% power boost?

Oh and bonus question, can the fugly graphics on the outside of saphire, xfx and gigabyte cards be removed or is it printed onto the plastic? I love Asus because their cards are always clean and stylish but they won't be in stock till the 10'th of january on my preferred vendor.
Removing the shell and spray-painting it black with red pinstripes just to get rid of the graphics feels a bit redundant, someone please tell me it's just stickers that peal off easily.

No, it's just as fast according to compared benchmarks on various reviews. I get the same, if not better framerate than a stock 6970. As you can see my GPU score for 3dmark11 was pretty much the same, compared to similar systems on a Q9550 (not that much different than i7 except for different overall score, GPU score is the same). Unigine benchmark runs the same as a 6970 as well after the flash.

Benchies are for a 6970 but as it's already been established that an unlocked 6950 is identical to a 6970, these should suffice.
The GTX 480 can beat the 6970 in a lot of games on the contrast

Yes it can but it's highly circumstantial. the 6970/unlocked 6950 is a better card overall.

Maybe it's not a helluva lot better than the 480 but it is still an improvement. I'd recommend selling your 480 while it's still worth something, I just checked local prices and you can probably get a gtx 480 off for almost exactly the price of a 6950, so you won't lose much money (maybe a few bux including shipping) and it will be a step up.
To put it bluntly: Sell and buy new now, next to zero cost and small upgrade or wait and have to shell out full price when it's time to upgrade next time.
Whatever man it's your choice, but I did similar move with my 5870 (except in my case there was a bit of loss) and currently have a 6950 on the way.
I was considering that, but I think I'll hang on to it for now. I use applications with CUDA accelerations quite often, as well as physX
