Steam crashing when attempting to download or update a game

My client crashes when attempting to download or update any game, then on a reset it will crash again once it starts the download process again (about 3 seconds)

It has been behaving that way for the entire day, along with skype. I tried a fresh install of steam, no dice. I tried clearing the registry entries for steam, then doing a fresh install. No dice. I can still go onto offline mode, but I can't download my games. It started doing this after I installed the latest windows update. I would revert back to a restore point before that, but there isn't one, it's been too long and my computer only keeps the restore points for 2 weeks.
Anything would be helpful, I've looked all over google for help and found nothing that has worked.
Just found this thread, I've been having the exact same problem.
-skype hangs at loading in
-steam crashes whenever I try to install a game (and I recently reformatted so fuck me)
-i also can't access my external hard drive or else explorer.exe crashes
All this started from the new Windows update, and steam and Skype haven't been working since Friday.

Yeah, I had the same problem. Well, not the hard drive or explorer.exe one. Can't verify the external hard drive problem due to not having one.
I did solve the skype problem by installing an older version of skype. Steam however is still refusing to download or update shit without crashing, and steam tech support has been no help at all.
edit: The problems started immediately after the latest windows update for windows 7, something like 2 1/2 weeks ago.
Yes, I'm trying to downgrade my Skype but apparently "there is a version of this already installed" message. As well, Skype click to call refuses to uninstall

Use Revo uninstaller, it will get rid of skype completely. Then you find a download for an older edition of skype, it should work fine then.

Alright I'll try that, thanks!
As for steam, I'm going to try wiping windows and seeing how it goes from there....besides I haven't reformatted or anything in a while so it'll be good to get rid of junk.
