Fun fact: GTA IV is more CPU intensive than it is GPU.
Also getting a cheap CPU will hinder your GPUs full abilities.

Bad combination dude. He needs Dual Channel RAM. And get a WD Black, it'll increase his speeds. And why pick one of the new i5's? It's a dual core with a higher stocked clock speeds with integrated graphics, that's why it's expensive. The i5 750 would be a much better bang for your buck.
