Because programmers haven't gotten any better. It's as simple as that.
Individual programs have gotten better, Windows is much better than it was six years ago, and Linux is leaps and bounds ahead what it was then. But not all programs are continuations of projects that were around six years ago.
Also, addressing "gotten" in quotes, if you don't think that's a proper word then you speak either British or Australian English.

All in all the difference between 32 and 64 bit programs has no real world performance impacts unless its a very high end program made to use ether or. (Photoshop for example on 64 bit)
It's a good idea to install 64 bit even if you only have 2 gigs of ram

Yeah you can enable unsigned drivers installing, but you gotta restart before hand.
