The motion blur makes the game feel playable at lower fps. You can check your fps with r_displayinfo. I have had to look for cards that can run on 250watts before, aunt's integrated died. You probably would only be able to get PCI. The PSU probably doesn't have enough amps on the 12 volts rail either.

That's 1280x1024, he specified 1400x900 which is substantially more demanding on low end cards like the 4670.
1260000 pixels with a res of 1400x900 1310720 pixels with a res of 120x1024 can you explain how less pixels is harder to render?
