I would get a picture but the textbook is at school.
Today I was going through a science book, it has Appliance general watt usage.
For "Home Computer" It says 60 Watts.
This is a new Textbook written this year...

Maybe they're talking about a simple media center for streaming movies and the most essential tasks similar to browsing, where playing games are not included.

I think you're overestimating. My system uses something like 130watts idle, but it has 5 Harddrives, a Quad core, Many USB devices, no speedstep or throttling, 2 disc drives, 4870, etc.
I tested my family's new HP computer. it's a Quad core Athlon 2.6ghz, 4gb ram, single 640gb drive, default options mostly, a HD 4350, and it idles at like 70 watts, so I don't see how their estimation is off.
I used the Kill-a-watt meter. They are like 20 bucks and are really neat to use on electronics.

You can't just generalize like that. All PCs have different power consumptions depending on their hardware

The Meter I use (Australian equivalent of the Kill-a-Watt) shows my PC Idleing at 150w and my dads prebuild (HP medium prebuild) idle's at around 110w.

I swear I remember seeing this on a sheet my teacher printed out in one of my Physics classes a year ago and she said the content was several years old. I guess they're recycling really old information.

Rated PSU Wattage is how much the PSU can handle max.

Probably because it's in the word "modchipping", which, according to the big companies and the successful lawsuits they launch, are illegal.
Tomorrow I have an HTML test for my computers & systems class.
It's on fucking paper. And when we are in the actual computer lab, we can only use Notepad for programming, no matter what.

The sense doing it on paper is that you can't test it on a computer and see if it's right. The idea of the test is to see how good you remember what has been taugh in the class.
We had a little test in Java on paper. It was quite simple though. A for loop and couple of if statements and we had to fix the errors and complete the script.
Also done a little test where we were given a small source code in HTML/PHP and we had to draw what it would look like in the browser.
