i don't know for sure but i think they just keep legacy equipment like that for older systems that have no actual need for upgrading

Other than stores having ludicrously overpriced hardware, I see nothing actually "illiterate". Graphics cards like that are actually pretty common in businesses, to let a computer use multiple monitors (one off the mobo, another off the card) without costing a fortune. Not everyone use a graphics card to play games, you know.
Indeed, some motherboards dont have integrated graphics cards (mine), so low end ones are needed for web browsing / office use.
