There's no default wait command, but you can do this instead:
ping 1.1.1.1 -n 1 -w 1000 > nul
That will give you a one second delay

In my Operating Systems class we started using Linux, we're running fedora VMs and of course they have SSH enabled (root is also enabled).
All I need to do is to ssh into someone's machine and run.

Right, listen to this major computing fuckery my family managed to conjure up.
My mother recently bought me an Ipod Touch, and for that, I need itunes on my laptop, so I decided to download it nice and quick, though due to my laptop being old and using vista, it's many, many, [b]many[/b] problems make my downloads disappear upon finishing.
My family all believe that the problem is Firefox, and that I should use IE instead, and that using Google on Firefox is different to using it on IE, like any [i]very slightly[/i] tech literate person would go out and get a Windows 7 laptop, which I desperately need, my family being as stingy as they are, say no, and that there is nothing wrong with Vista.
TL;DR- My family think I'm ungrateful thanks to Vista.
Why don't you just upgrade to Windows 7?

Honestly, don't even bother with Windows 7. It's not that big an improvement over Vista, definitely not enough to justify a $100-$200 price tag (yes, that's for upgrading, not buying a regular copy).
Also, there's no reason why downloads should disappear except a problem with Firefox. Trust me - I run Vista/Firefox, no such problems. Is it downloading them to a temporary folder perchance?

Woo my state is finally getting internet speed of 20Mb/s and will be effective starting from Mid 2012, and they are charging us $85 for 20Mb/s which is the fastest.

I managed to fix my problem with Firefox, had to reconfigure it a little, it read most of my downloads as viruses, so I made it to ignore virus scans, it worked, and I know what files are viruses are and aren't, so I wont have problems with being careful.

MSDNAA? Yeah, not every college can afford a subscription to that annually, usually only the faculties of science (computing included) give students access to the MSDNAA subscription too in most unis from what I've seen.

Yes, Vista hacks into the Firefox download manager and makes it delete files upon download completion.

It depends. My current college (University of South Carolina) only offers a discount on Vista, while the college I'm transferring to next semester (Clemson) offers Windows, Office, etc. for free.

If you're referring to MSDNAA, that only lasts as long as you're a student. Once you leave school, you're no longer licensed to use it. Not sure if they actually disable it or not.
It's not MSDNAA, the licenses are full-fledged. I don't know what it is, actually, since you can't get the program suites.

Your univ probably made a direct agreement with Microsoft. That's what Clemson does in order to allow graduating students to keep the software they have.
