Speedtest uses megabits as a measurement.
Try another server, could be a problem with the test server.

I've run it on machines with as little as 512 MB of RAM and my desktop with 4 GB of RAM, no major problems with RAM usage.
What's the point of having 4-8 GB of RAM when you don't want to use it? Windows uses it for caching to speed up your computer. If an application needs to use a large chunk of RAM, Windows will give it back. From my experience, it seems that Windows decides to allocate more memory for caching purposes if you have more memory. Again, it's using that RAM to make the OS more responsive.
