now we can reduce redundancy and end up with "other file formats, such as the bitmap and gif [...]"
works fine. however, if we remove the "the" as you suggest in the full version, we get

BMP stands for bitmap but the file format is DIB. You can't expand BMP to "bitmap" here, since this actually refers to file suffices while speaking of them as formats. (This is rather common.)
Additionally, how does the first article apply to "gif", too? The sentence form you used would be "other file formats, such as the bmp file format and gif file format" due to the lack of another "the".

Basically what I'm trying to say that you can't just apply rules like this to everything. How would you use "PNG"? It stands for "Portable Network Graphics" so you can't use "the" either way. GIF file format is also redundant, since GIF stands for Graphics Interchange Format, but that's a case of the RAS syndrome.

Acceptable counterexample! I was trying to work my way around cases where it is indeed natural, valid and even necessary to refer to "the HIV". I think I was trying to say in a case like the one with formats where you'd be, for instance, listing diseases in general, you'd omit the article.

"the" can apply to both, but it can also be dropped for gif because it's just redundant
articles are just one type of determiner, and in this case of the noun phrase "the bmp and gif [file formats]", the determiner, in the context of formats, determines which format we're talking about (as the bmp and gif are part of a greater list of various formats.)
In some languages, including English, noun phrases are required to be "completed" with a determiner in many contexts, and thus a distinction is made in syntactic analysis between phrases that have received their required determiner (such as the big house), and those in which the determiner is lacking (such as big house).
