As Wicked said, the Hyper 212 EVO is the commonly used budget / decent cooling one and should be fine if you're not overclocking.
In terms of pure performance you should be looking at a Zalman CNPS12X or Phanteks TP-14, for a mixture of very good performance / not too loud take a look at the Noctua NH-D14 or Be Quiet! Dark Rock PRO.
So for some reason my Linux partition is giving my shitty Internet reliability (as in, doing anything will time out 75% of the time) at my mom's place but Windows is working fine. The fuck?

actuallu i'm wrong on the CPU cooler I have, I have a CNPS12X. It's pretty impressive for the run for the money and i'm very satisfied.

I'm overclocking on a Hyper 212+, have my i5-3570K running stable at 4.6GHz. Haven't really done any real temperature monitoring but it's stable in stress testing and temps are comparable to how well the stock Intel cooler kept it at stock frequencies. It's OK for overclocking, just for nothing really intense like getting a chip running above 5GHz.

Get the Noctua-D14 if you dont mind the color.
I have it myself on idle its at 27°C and on load 52° with stable overclock of 5GHZ on my i5 2500k.
I also have pretty good airflow so temps may ofc differ.

My IT Essentials class was fun, we had to sabotage another group's PC (Not the actual school's PC, some junk P4's that we're using for learning purposes). My partner switched around the front panel connections, flipped over the CMOS battery and unplugged the hard drive. On the software side, I swapped the filenames between explorer.exe and notepad.exe. It took them an hour to fix it with a lot of hints.
