Will this server be able to host a garrysmod server?

A 32 player server would run butter-smooth on that.

I wouldn't waste money on that thing, It's a few steps higher than a Network Attached Storage device.
Are you willing to assemble a computer (Not that hard, it's like expensive Lego)? Do you have any experience with Linux or do you have a spare Windows licence laying around (XP would work fine)?

You could probably get ~15-25 players on that without the server getting laggy, dependant on what people are doing.

Wait, does that mean you have a dual socket motherboard?
Just use an old rig. If I'm not mistaken you can't run an OS off a HP media server which means no GMod server.

Well it DOES run a OS, but it's a heavily gimped version of windows server, meant only for filesharing.
Yeah, even so I still think you'd be better off buying something like a Proliant G5 or just using an old rig.
It will start lagg pretty fast with such a poor processor. Well depending on the amount of people.
