High level emulation would allow you to *theoretically* use as many threads as you'd like, though you'd encounter bandwidth and cache speed issues eventually. The reason dolphin and most emulators use two cores is because the functions are split between the function calls, rendering, and possibly sound though that isn't commonly used because of syncing issues. Multi core consoles have only recently come out, and those cores could be each directed to their own thread.
