They wouldn't notice another DHCP server because the DHCP server is for the computers behind the routers NAT. All they would see is an extra IP address being used.
They would notice the wireless network if you were dumb enough to make it a broadcasting network. If you made it a non-broadcasting network where you only knew the network name and encryption key, it would be almost impossible to find unless you were specifically looking for it.

Do they make you do some sort of web based login thing? You can get around those by setting up a machine with two NICs and putting a DHCP server on the second NIC with a WAP on it.
