Personally, I'd go the Intel+NVidia route.
An AMD GPU would work, of course; it's entirely up to personal preference. But I would definitely stick with Intel for the CPU. They're pretty much better for everything except multitasking.
I'd recommend an i3 or an i5 (or an i7, if your friend can afford one).

which means buying a new motherboard and possibly RAM, and no, the only card in his range would be the 560 Ti which is most likely over $220 for him because the cheapest in the US is $220
even the 6870 is slightly out of the guy's budget and it's significantly cheaper than the 560

AM3 is dead now, they aren't making any new CPU on AM3, I think the Phenom II X4 980 is the last on it. 1155 still has E-Sandy Bridge coming out, and many more, I'm sure.
edit: I meant Ivy Bridge, E-Sandy Bridge is 2011 I think.

AM3+ is a bit slacking in features that they need to for the advancement of CPUs.

You said it didn't have a better upgrade path, and it clearly does. Nothing about price, although an i3 2100 + motherboard performs as good as, and is the same price as, a 955 + motherboard.

sure, an i3 2100 + mobo costs the same as a 955 + mobo but here's the thing: he doesn't need a new motherboard
