Has anyone any experience with ordering used video-cards from Amazon? There are 2 sellers and they both have less than a dozen 5 stars, some older than a year.. This 6950 is certainly more appealing if it's cheaper just because of an opened box.

totally depends on the seller, but if you get a used ATI card try and get XFX and ask if they will send the receipt / invoice from when they purchased it, and all that and you should still have the warranty since it's a double lifetime

The extra 200MHZ isn't worth the dosh
not only that, you can OC the 955 to those speeds anyway.

Any thoughts on this? Anything incredibly wrong with my choices? I'm not looking for anything intense, but it's about time I upgrade(basically a new computer aside from a few things I already have) and I don't want to have to upgrade again soon, but I don't want to spend too much. I noticed you chose a 2500K with a H67 motherboard. Get at least a P67 motherboard if you're going with that kind of processor since you're limiting its overclocking capabilities with an H67 board, or alternatively if you don't plan to overclock at all then choose a lower model i5 sandybridge. If you're on a lower budget then choose an AMD Phenom II X4 955, or an i3 2100 if you even don't plan to overclock the 955 at all.
I'd also switch out that PSU with a different one. Rosewill is not considered as a good PSU brand and I highly recommend to not go cheap on PSU's, worse case scenario it fails over a short time or under full load killing itself and your other components connected to it. Instead go for ones manufactured by trustworthy and reputable brands and companies like Seasonic (Corsair), XClio and Hiper. Rebranders are fine as long as they have a decent OEM such as Seasonic.
You will also need to include DDR3 memory unless you already have that. They're not that expensive and you can get a decent 4GB 1333MHZ kit for around $20-25.
Besides from that if you have everything else you can carry over from your previous build (hard drive, CD/DVD drive, operating system) then you are good to go.

and what are you saying by grouping seasonic and corsair like that, not all of corsairs PSUs are OEMd by seasonic and seasonic OEMs for far more brands than corsair

No I'm dead serious, in reality XClio and Hiper re-lable PSU's and it's really just a matter of finding products of theirs which are of high quality. If you're looking to buy a PSU then you're required to read in-depth reviews which explain what components they use in that specific PSU and if they perform well under thorough tests with an active load tester and an oscilloscope.
Also Corsair is made by Seasonic and I never stated that all Corsairs were OEMs of Seasonic, you also missed when I mentioned "Rebranders are fine as long as they have a decent OEM such as Seasonic".

Shit I'm glad you said that. It would have defeated the purpose of why I was getting it. I see that it even says it right on the P67 boards that it supports the k unlock. Thanks! And yeah I have ram for it already. As for the PSU, I've been jumping around on that. Really can't make up my mind, but I will soon enough.

560 Ti for sure.
560 Ti is more powerful, 6870 is about inbetween a 560 and a 560 Ti but it's hard to set it as it's an AMD card, and the performance fluctuates due to drivers and whatnot.

Can I use my onboard graphics outputs as well as my graphics card output? Currently onboard is automatically disabled when there is a graphics card, but I don't want that. I want to be able to use both.
