You could try tethering if you have a phone/data plan to support it (though pings can be good they are unpredictable). The only other way would be to get your own internet service. If your parents aren't willing to pony up for it then you are kinda screwed and have to do it yourself.

Okay, so I tried putting in a 9800gt and all those issues I was having with the 4850 and 5670 went completely away. Would this mean compatibility issues with ATi cards? I'll be getting a 560ti anyway so it doesn't matter much, but it'd be nice to know. I know it has nothing to do with power since the 9800gt draws way more than the others.
Can anyone recommend a radeon 6790? I currently have a Geforce 9800.

Er, so I did tests and such with furmark with the 5670 and not a single issue happened. Does this mean it's drivers clashing with specific games? I'm so confused.
I was trying to run Metro 2033 earlier, but I have a shit monitor that only supports 1024 x 768 and lower resolutions. Most games start in a resolution that isn't supported, so I have to Alt+F4 out of the game and set it to run windowed, then change it to a resolution my monotor agrees with. Same happened with Metro. "No problem" I thought, "I'll just do what I always do" Except it decided to change my entire monitor's resolution to something higher than it supports. I restarted, same thing. My monitor just says INPUT NOT SUPPORTED just like it always does. I can't do a damn thing. I can't even see my screen to change anything. So, my question is how can I solve this? My dad has a laptop, which I am using right now. I tried connecting the VGA to the laptop, but it just swaps between 2 random resolutions and the connection is shoddy for some reason. Help?

I crave internet that's not shitty, and I wish my parents would stop buying stupid shit like music. Anyways I didn't mean to go on a rant, but thanks for the help.
