Asus makes good monitors in the budget range, if you can stretch your budget to about $270 to spend Dell makes a nice IPS monitor called U2311H (there is a 22" version called U2211H which is a bit cheaper). If you haven't seen the quality difference first hand between IPS monitors and standard TN monitors it's hard to tell you to spend $100 more to get the dell, but I sold my TN monitors and bought two U2311H monitors and I could not be happier with my decision. The image is sharper and the colors are way more accurate. The ~5ms increase in response time for an IPS monitor vs a TN monitor is nothing to be concerned about, it's way too little for the human brain to notice.
I forgot to mention that the minimum I'm looking for is something that gets 1080p, and preferrably really low response time, like 120Hz.

Saying you're looking for a 120hz monitor is kinda important. Also it's nigh impossible to find a >20" 16:9 monitor these days that isn't 1920x1080.
I don't know much about 120hz monitors because iirc they are all TN panel thus [del]shit[/del] not as good quality as IPS monitors.

As I said I'm not very well informed about the 120hz monitor market but Dell and Asus make good monitors that I have experience of. For what you're looking for it doesn't really matter, just pick one at your appropriate price range. It'll all be pretty much the same anyways.

I'm rocking a Dell IPS from 2005 and it's still one of the most brilliant looking monitors I have ever seen.

If you need one sure. Remember though if it's gonna be a school computer primarily then battery life is gonna be the most important spec on it, in which case I recommend you get a netbook rocking AMD's new Fusion APU's. Basically look for one with an E-350 processor.

On second thought, I'm majoring in electrical engineering and minoring in computer sciences. I will certainly be taking programming classes and a netbook might not cut it.
I'm on a dell laptop, and yesterday eveything was fine and dandy, however I just woke up and my "R" key doesn't wok as well as the rest, sometimes you need to push it 2 or 3 times or hit it really hard for it to registe? Is thee anything I can do?

Depends on when it was built, what rpm it spins at, what brand, how enclosed it is, how many disks it's mounted next to, how hot the system is etc but generally around 30-40C I think.
Suppose I put an f3 in a 5.25 bay, there's no fan there so I was just wondering if that was ok to do.
I've done that, currently at ~28 Celsius. It'll be fine.
If the hard drives burn my hand when I touch them, is that bad?

There are two HDDs on top of each other about a quarter inch apart with little to no airflow, made by Seagate. I don't know the rpm though.

Unless you [i]really[/i] need 2GB VRAM for some reason. And, well, dual fans. Doesn't matter much with the fans as you can only overclock the 6950 a specific amount.
