My Cpu idles around 48-49C and when gaming goes up to 56C is this okay or do i need to look into some cooling options

Does anyone have an idea why this happens? I have Windows and almost all of my software installed on an SSD, but sometimes it decides it has to spin up a hard drive to do something when I don't see why it should. For example, just now I right-clicked on a gif on my desktop and went to properties. I clicked Change to get it to open with Chrome instead of IE and it had to spin up a hard drive before it could do it. The only things on hard drives are a load of data, and Steam (inc all Steam games) and Fraps. I can only think that maybe it spins them up to get the icons for Steam and Fraps, since it's showing me all the software I could open the file with?

So my college dorm figured it would be a good idea to limit everyone's internet to 300 kb/s per IP and or MAC address (I don't know which) when it has the capacity of 4MB/s because its "fair" for everyone in the building. Now is there any way that I can spoof my IP and or MAC address on my own router so the the building's internet controller thinks that I am using more then just my desktop/laptop so it gives up more bandwidth to my router that in turn gives more bandwidth to my desktop/laptop. I am a complete idiot when it comes to networking beyond the basics so I have no idea if this is even possible or legal for that matter.

However, if you must know hardly anyone right now because school has yet to really get going. Also I would not be spoofing it 24/7, only when I am downloading a lot of steam games like right now. 300bk/s if fine for playing games and browsing the web but not for downloading that's for sure.

I've also heard great things about; Deathadder, G500, G400, G9x and RAT3 (for big hands). Have a look at them, G400 is especially great value for money.
Hmm, the U2311 seems a little over-priced. I've seen some $150-$200 monitors that are the same size. I also know nothing about monitors so I could be missing some crucial detail that would make it worth that much more.
It's because it's an IPS panel (inter plane switching) rather than a TN panel, means it's got colours that'll caress your eyes every time you look at it. If you want your eyes to get laid everytime you play a game buy it.
