Changing the voltage is a really bad idea on sandy bridge processors, the multiplier is unlocked on K processors for a reason.

How hard is setting up water cooling? I've got about $2000 just sitting around, so I'd like to buy a new water cooled PC soon, I'm not an overclocker, but I need it to be as silent as possible.
For some reason, when I launch Beat Hazard, it runs at a ~blazing~ 4-6 FPS (estimated). But when I alt tab out, let sit for a couple seconds and go back in, it runs perfectly. Any ideas?

And to put it together, it's not necessarily hard just takes patience and if you're a perfectionist it could take quite a while getting everything just perfect. Seeing as you just want it silent honestly you can just get away with having a closed loop cooling (Corsair/Antec what have you) with a fan on extremely low or not one at all which should be fine, no point in spending hundreds of dolla for something you could get for much less.
GPU blocks would do the most in reducing noise, though, probably. If it's just for the CPU, the radiator has fans on it anyways, so you could just throw a large 120mm fan cooler on it and it would be pretty much the same thing
Exactly, GPU's are usually the loudest thing in a computer by far, especially if it's a squirrel blower, holy shit my 6870 sounds like a jet taking off when I play metro. Although GPU blocks also tend to be expensive, you're talking $100 for a cheap one. There's a picture of someone who modified his H70 to connect to a GPU block instead of the original CPU one, basically $120 water cooling for his GPU, was neat.
