So tha isn't it either, console still has the same thing that I posted before saying, and if I change my mouse settings, it reverts back. It won't be normal, but it'll slow down.

I found this in console, and it matches the stuff in the script "360controller" in my cfg.
Try entering -nojoy as a launch option, contrary to its name it doesn't disable fun, but rather removes controller support. Might be worth a shot.

Sorry, but you're really late, people have already suggested that idea, and it hasn't worked.
Also, for the record, I sent in two help desk tickets to steam support, and I have verified my steam cache.
Have you tried to reset the config of the game by either removing cfg folder or by executing command "exec config_default ? The second way usually works when you're sync with steam cloud.

I believe that I've already tried both.
I think that it has something to do with my computer, not mouse sensitivity, but the computer itself, as in something may be setting something off in the game, because I've been doing things that have been setting files to default and it hasn't been solving anything.
Bump, I've literally attempted everything all over again, and nothing has yet to work. Is there a way to reset my system? I tried system restore, but it wasn't set to the date before my game was getting messed up, please help.
To "reset" your system would be reinstalling Windows
Maybe running windows in safe mode would solve something?
You won't be able to test it in safe mode because it runs without graphics drivers

I think you've pretty much tried everything there is, unfortunately this seems to be an extremely odd issue you've run into which is probably going to require you to reinstall Windows to fix, otherwise you'll be here forever
I've figured it out, simple solution:
Exit Steam and go to the folder called C:\Program Files\Steam\ (this is the default location for a Steam installation - if you set a different installation directory, you will need to browse to it).
Delete all of the files in this folder except:
The Steamapps folder and Steam.exe (If 'exe' is not visible, look for the black and white Steam icon)
Then, Rename the "steamapps" folder to "old_steamapps"
Restart your computer.
Then, you will need to launch Steam.exe from within the Steam installation folder, and not from a pre-existing shortcut.
With Steam running, re-install the game without launching it.
When, with Steam open, Click on Steam > Settings > Downloads + Cloud.
Uncheck the box at the bottom in order to stop Cloud synchronization from happening.
Then, launch the game and re-test the issue.
If the problem is solved, you can re-enable Cloud synchronization.
