You can't compare two vastly different generations of CPUs purely based on clock speed alone. The E21xx series can hold their own against even the fastest Netburst Pentium 4's at half the clock speed with a fraction of the heat and power consumption.
An E2160 is more or less on par with a 3.73 GHz P4 EE and Pentium D 95x, with an E2140 just a smidge below that. I'd much rather have a 5% performance penalty over the much higher power bill for CPU power usage and A/C usage keeping the room from melting down.
