I ended up selling my used 980 Ti to a friend for $200 bucks. He livestreamed the install over facebook. He was so excited to play prey at over 15fps. He upgraded from a Radeon 280X.

In any case, that might actually be due to whatever the hell cable box it is that your connection is drawing from for your service. There was a cable box outside my house that had to be replaced about a year or two ago (before Charter started calling themselves Spectrum) because the down and up speeds we were getting were far slower than what we were paying for. We were paying for a 60 Mbps up/5 Mbps down speed at the time, but weren't even getting a quarter of that before they had to come out and replace some of the internals after we raised hell with them about it. They kept ignoring our complaints for two months straight until we threatened to drop their service and switch to one of their competitors. Hopefully you don't have to raise hell with them like we did, but I would consider getting a hold of them and filing a complaint if you aren't getting the speeds you're paying for.

There is gigabit fiber almost all around me. But not in my neighborhood. Just 12Mbps DSL or Comcast which just recently went to 150.

We ended up doing a slightly different plan. I'm going to get a used GTX 980 ti, and hand my GTX 770 to my BF. He doesn't mind the hand-me-down, and I want to use the 980 ti because it's probably going to be the last mainstream high performance GPU to have a DVI-I port so that one day I can get a Sony GDM-FW900. So I found out that the monitor output limit for my 1080 Ti is 4 monitors. I can't really add another GPU without getting a new, different motherboard because I picked a not-that-high-end motherboard. I'm pretty sure it can support 4 4K @ 60Hz monitors so I'll do that eventually.

Where I was in Mississippi the only terrestrial carrier legally allowed in the area was selling 6/1 DSL that went out at least once a day with required home phone for $125/m

How bad is it to charge a laptop that came with a 125w PSU with a 65W one? Sister forgot hers at home and the other charger here fits but is 65w. My guess is that it is just gonna charge a lot slower and it'd be better when it charges while the laptop is turned off?
If the charger has no overcurrent protection, the charging circuitry in the laptop will most likely draw enough current to cause regulation failure, which will trip UVLO and shutoff charging. If the charger has overcurrent protection, the laptop will try to draw enough current that the charger will stop supplying power. If the charger and laptop are same brand, instead of the charger being some cheap aftermarket piece of shit, there's probably some sort of OneWire mechanism that allows the charger to tell the laptop to not pull too much current.
