I would still go for the corsair Tx/Hx, great reliability, had one (Tx) for a year now and after some voltage testing it still provides the same voltages as when I bought it.
they both use the same OEM, Seasonic
the XFX has a better 80 Plus rating, has 2 extra PCI-E 6+2 connectors and is modular

Get a Q6600 or a Q9550, as well as a a new video card, you will be fine with that for 1 to 2 years depending on your gaming needs.
I would get more RAM and a new GPU, and that's about it. maybe a CPU upgrade but that's pushing it
