30 FPS is okay in TF2 for me. 20 FPS is okay in GMod for me.
60 FPS is okay for me in CS1.6.

So my point about 24 evenly distributed (non stuttering) frames > 30 unevenly distributed (stuttering) frames still stands and we've concluded that the use of Cinema as an example was a total brain lapse as it wasn't even relevant and Odellus stopped calling everyone here stupid.

No idiot, you're spitting out a bunch of stupid, made up bullshit. "evenly distributed" doesn't make any fucking sense and has no meaning whatsoever.
The reason 24 FPS looks smooth is because there is natural motion blur captured by the cameras. Games don't look smooth at 24 FPS because most of them don't have any form of motion blur.
Crysis looks smooth because it uses motion blur. Remove motion blur and it will look just like every other game.

You can show me Cod4 running with vsync on(60fps) and vsync off(160+ fps) and I can always tell the difference so obviously the refresh rate isn't the cap of frames that can be displayed, granted you will have tearing but it doesn't limit the frames displayed to 60 per second.[/QUOTE]
Of course the refresh rate limits your framerate. If the screen is only refreshing every pixel 60 times a second you can only see 60 FPS. The reason you think you see a difference is because of tearing where you're getting half of a new frame and half of an old frame.

Nobody knows how many "fps" the human eye can see. Tests have shown that a human eye can notice a flash of light that lasts for 1/700th of a second, but that doesn't necessarily mean we can see in 700fps, or that everyone could even have seen that flash.
When it comes to PC monitors, everyone should be able to tell the difference between 24fps and 60 fps (even the difference between 24 and 30 fps is huge, 24 feels barely playable and 30 is quite smooth to my eyes), and for people with higher Hz monitors, quite possibly the difference between 60 and 120fps. However, I personally believe 60fps is enough to play any game competitively. Any less than that, and it really just becomes playable for single player or casual gaming.

The reason 24 fps is used in cinema is for multiple reasons, one of them is the screen that they use. They use a silvered screen which reflects more of the light into your eyes then a backlit screen would. The high brightness has a temporary "burn-in" effect on the eye leaving an after image that blends into the next frame better then it would on a backlit screen. They also use filming techniques that don't make the difference in frames as noticeable, slower panning etc.
24 evenly spaced frames still looks low in the context of a first person shooter, if you turn 180 degrees in 1/2 a second you see a 15 degree difference in view each frame. At 60 FPS you see a 3 degree difference in view each frame. A higher frame rate means you can react to changes quicker as well as smoother motion.
The time between frames is also very different, 41.6ms between each frame at 24fps, 16.6 ms between each frame at 60hz, now at 120hz there is just 8.3ms per frame. If you can keep your framerate between 60 and 120 the slop between isn't very noticeable because an 8ms isn't as noticeable as a 16ms difference.
So I take it that going up from a gtx-470 to a 560, I wouldn't notice too much improvement right? Anandtech's benchmarks make it a few fps behind in some games and ahead on a few others.

Just stick with the 470 for now. Not worth upgrading unless you buy like a 570 or equivalent, in my opinion.

I can pretty much agree with your last point. I play competitively (I guess it could be considered professional now as I've actually won something), and honestly I didn't notice as huge of a difference going from 60 Hz to 120 Hz that I expected.
