You were recommended to upgrade your GPU later to ATI Radeon HD5XX0 series card because NVIDIA won't be having their DX11 cards until 2010 AFAIK. And it really wouldn't be too smart to buy a more expensive NVIDIA card for a temporary placeholder, thus the ATI sales speech from everyone. Now of course it's debatable will the most first generation DX11 cards actually be able to max out or play DX11 games properly, but I'm pretty sure the top of the line DX11 cards will, so just get the best HD5XX0 series card from ATI when they come out, you won't regret it.
Also, I haven't had any problems with ATI drivers after 9.1 so you might reconsider your statement about the drivers being crap.

The stock cooler if fine unless you want to overclock heavily. My 955 idles in the mid 30C range - early 40C range
