Yes my ports are forwarded perfectly, in fact, so many of them are open I feel like I'm some kind of hacker bait.
My question was if ISPs could do it on an individual basis, I know some of them throttle the shit out of P2P downloads but my "friend" who is on the same ISP doesn't have any problems with P2P.

They have the right to throttle your down/upload speed if it's in the subscription agreement. You most likely reached your monthly bandwidth cap.
Also, keep in mind that P2P is not a simple server-to-client connection. There are many variables that can change your upload speed - you are uploading to many who are downloading from many (this sounds dumb).

Try capping your upload speed, forcing encryption and choose the randomise port option.
